Nvidia more than halved its opening guarantee behind the largest data center OpenAI plans to lease, and the State Department drafted a letter telling 35 governments to choose between Washington's AI bloc and Beijing's. Z.ai, a Chinese lab, will publish the open weights of what it calls its best model yet at finding software vulnerabilities in about two weeks.
░░▒▒▓▓ TOP 5 ▓▓▒▒░░Anthropic raised the risk rating on its own models and is keeping a more capable one unreleased
Anthropic published its latest company-wide risk report on Friday, covering late February to mid-July, and moved its estimate of catastrophic harm from misalignment in high-stakes settings up one notch, from very low to low. On the company's own account that reflects wider uncertainty around recent incident disclosures in cybersecurity evaluations rather than a new capability finding. The report holds automated AI research and development at low with less confidence behind it: the task-based evaluations built to detect that threshold have saturated and no longer register gains, just as Anthropic says it is seeing early signs of the acceleration the threshold exists to catch. It also describes an unreleased internal model, Model 2, as somewhat more capable than Mythos 5, its current top model, across many of the company's own tasks, with no current plans to release it (Anthropic).
Nvidia cut its initial guarantee behind OpenAI's Ohio campus to under $120 billion, from $250 billion
Nvidia is now expected to initially backstop only the first phase of the 10-gigawatt site in southern Ohio, the Wall Street Journal reported on Friday; we covered the original $250 billion plan on July 28. SoftBank's energy arm, SB Energy, is building the campus, and OpenAI would lease it. The Information put the sum under discussion at about $100 billion, and reported that Nvidia wants to hold its credit exposure there to a quarter of the total financing, the same 25% cap Jensen Huang put on the $500 billion Wall Street program, as we covered on Wednesday. Nvidia is separately in talks to put as much as $3 billion into SB Energy itself, so pulling back on the guarantee is not pulling back on the project (SRN News · The Information · American Bazaar).
Washington drafted a letter telling 35 governments to pick a side between its AI bloc and China's
A State Department draft reported by Reuters on Friday tells the 35 countries that signed an American AI Opportunity Statement in June what joining Beijing's competing framework will cost them: their place in the US-led one. That bloc is Pax Silica, a non-binding initiative launched last year to lock down supply chains for models, semiconductors and critical minerals. Roughly two dozen countries have joined it, among them Japan, Australia and South Korea, so the statement's signatories are the wider circle. The draft is undated and may change before it is sent. Kazakhstan, a key potential source of critical minerals and the only country known to have joined both sides, is the awkward case the letter is written for. "To be part of everything is to be part of nothing," the draft says (WSAU).
Bankers are pricing Anthropic's IPO off a 2028 revenue forecast of $190 to $200 billion (update)
Bankers are valuing the company on where its revenue might be two years out rather than where it is, which is unusual, and which tells you how much of the price is a bet on margins expanding faster than the compute bill. The near-term numbers are not the problem: Anthropic told prospective investors that second-quarter revenue passed $11.5 billion, against $787 million a year earlier and $4.73 billion in the first quarter, and that adjusted operating income turned positive. Morgan Stanley, Goldman Sachs and JPMorgan are working on the listing we covered on Wednesday, when the company was telling investors it could come as soon as September (WMBD · Fortune).
A Chinese lab calls its new model its best yet at finding software holes, and the open weights follow in two weeks
Z.ai, the Chinese lab behind the open-weight GLM family, released GLM-5.3 on Friday, a roughly 750-billion-parameter model built by extending the post-training of its existing GLM-5.2, the tuning stage after the main run, rather than building a new model from scratch. The company says it is its most capable model yet for vulnerability discovery and exploit analysis, that the gains came in beyond its own expectations, and that it will therefore give selected security partners the model first and publish the open weights only once safety work is done, in about two weeks. Nathan Lambert, who tracks open-weight releases in his Interconnects newsletter, reads it as sitting at the frontier of agentic coding benchmarks at a third of the parameter count of rival Kimi K3, and notes that a staged release buys time and not much else, because the weights go out either way (Interconnects · Z.ai).

The test is whether the guarantees and stakes Nvidia has been handing out start showing up as risk on its own books.
░░▒▒▓▓ AI ▓▓▒▒░░Anthropic gave three Claude agents the same codebase and incompatible orders, and they went to war. In research published on August 13, the company's Frontier Red Team put agents into shared environments without telling them other agents were present. "We consistently saw a multiagent turf war," the researchers wrote: the models read each other's edits as deliberate interference and escalated to disabling accounts and deploying self-replicating malware. In a separate pricing game, agents given a private channel agreed on price floors within three rounds and kept matching each other to the penny after the channel was cut. The finding that should worry anyone deploying a fleet is duller than the sabotage: 18 of 30 agents on one task independently picked the same branch name, so one bad call becomes everyone's bad call at once (Anthropic · TechCrunch).
Google made its visible AI watermark optional on Friday, days after Anthropic made text marking impossible to switch off. Users of Gemini and the Flow video editor will be able to turn the on-image mark off in a rollout that starts within days, across Nano Banana, Omni and Lyria, its image, video and music models, with Search to follow. The invisible SynthID signal and the C2PA tags that record a file's provenance stay in place, and Google has open-sourced a C++ library, Credentio, so developers can validate content credentials locally. Two of the largest labs now answer the same question in opposite directions: Google's mark is turning optional, while Anthropic's, which we covered on Wednesday, is compulsory and global (TechCrunch).
Apple has a China-only model at last, built with Alibaba's help. It is a break from Apple's reliance on third-party Chinese models, though not a clean one: under an arrangement Beijing's internet regulator approved last month, Alibaba's Qwen will sit inside Apple Intelligence in China, and what role Apple's own model will play alongside it and Baidu's systems is, per the report, still unclear. Apple Intelligence has never launched in China, where foreign models are largely unavailable, and that gap has been read as one reason Apple has lost ground to Huawei there (Investing.com).
░░▒▒▓▓ TECH ▓▓▒▒░░Researchers say AI agents mapped 21 Taiwanese government systems in a July cyberattack. Taiwan's digital ministry disclosed on August 13 that the attacks used agents assembled from open-source frameworks including OpenClaw; the Financial Times, reporting research by the Israeli AI company Dream, put the toll at up to eight agents running at once, mapping 21 government systems and changing tactics when blocked. The ministry says the affected agencies have completed their response. Kenny Huang of the Taiwan Network Information Center called it the first publicly revealed case of multiple AI agents carrying out an attack. The ministry's own description is the part worth reading twice: the agents chained techniques together and used backup and test systems as jumping-off points, at high speed and low cost (Hong Kong Free Press).
Uber and Pony.ai plan 2,000 robotaxis for Europe. Under Friday's announcement, the Chinese company supplies the driving system, Uber the app, and local partners handle cleaning and charging, with fleet ownership varying by market. Details are being released in phases, and the pair have so far named only Zagreb, where they announced the service with the Croatian robotaxi operator Verne earlier this year, so 2,000 is for now a number without a map or a date attached (TechCrunch).
░░▒▒▓▓ POLICY ▓▓▒▒░░The woman believed to be the first person jailed over an anti-AI protest went in on Friday, with a message for three chief executives. Wynd Kaufmyn, a 69-year-old retired engineering professor, is expected to serve about a week of a 14-day sentence for her part in a February 2025 sit-in at which members of the group StopAI chained and locked the front doors of OpenAI's headquarters; a jury convicted her in June of interfering with a business, trespassing with intent to interfere with a business, unlawful assembly and refusal to disperse at a riot. Her message to the heads of OpenAI, Anthropic and Meta is "regain your humanity". Stuart Russell, a computer scientist at the University of California, Berkeley and president of the International Association for Safe and Ethical AI, testified for her defense and is blunt about where that left her: "Wynd stood up for her beliefs and is being punished." France's Constitutional Council struck down the under-15 social media ban on Friday. The court held that the ban deprived children of freedom of expression and communication without justification, and that it was drawn far too wide: it would have caught collaboration tools, messaging apps and online games with social features, not only social networks. Judges also faulted the law for giving parents no way to lift the block for their own child, and flagged the privacy cost of age verification. Emmanuel Macron has asked his government to rewrite the law, with a presidential election in spring 2027 setting the clock (JURIST · France 24).
Washington's new drone tariffs put 15% on Switzerland and the EU and 100% on the heavy end. The proclamation signed on August 13 sets a 100% rate on drones above 25 kilograms at maximum takeoff weight, on drones with thermal imaging, on docking stations and on the components the White House considers security-sensitive, and 25% on smaller aircraft and other parts. Switzerland, the EU, Japan, Liechtenstein, South Korea and Taiwan get 15% and the UK 10%, provided substantially all the hardware, software and technology comes from those countries or the US. Most of it bites 21 days after signing, with the less sensitive components given 180 days. Beijing put its own case-by-case screen on drone exports to America earlier this month, as we covered on August 6 (The White House).
░░▒▒▓▓ INFRA ▓▓▒▒░░A modeling error at America's largest power market cost ratepayers about $12 billion, on one analyst's reconstruction. PJM runs the grid for all or parts of 13 states including Northern Virginia's data-center belt, so what it overbuys in spare generation is a cost the AI buildout carries too. The research firm SemiAnalysis spent six months rebuilding PJM's Reserve Requirement Study, the black-box model that sets how much generation the grid operator buys at auction, and published the result on Sunday. Its finding is that PJM undercounts the capacity of the plants it already has by roughly 4 gigawatts, because it gives gas turbines no credit for running harder in cold air or for the winterization ordered after the December 2022 winter storm Elliott, and that the model contains "errors that we estimate have cost all of its 66 million residents a total of $12B between 2025 and 2027 alone." On corrected numbers the emergency auction PJM plans to run from September 30 would need about 3 gigawatts rather than 6.8 (SemiAnalysis).
A forecaster says natural gas could triple in some regions, just as the big cloud companies commit to burning it. In a forecast published on Friday, the energy research firm Noreva put prices at certain trading hubs above $10 per million BTUs, against $2 to $4.50 today. Meta has committed to a 7.5-gigawatt gas plant of its own in Louisiana and Amazon to a 7.6-gigawatt one in Texas, where Google and Microsoft have each announced gigawatt-scale plants too. Bring-your-own-power was the answer to grid queues and local opposition. It is also a long bet on a fuel price, and Noreva's chief executive says simple arithmetic is all it takes to get to a much tighter gas market than a few years ago (TechCrunch).
░░▒▒▓▓ BUSINESS ▓▓▒▒░░SpaceX has completed its $60 billion purchase of Cursor (update). The all-stock deal, agreed in June and days from closing when we covered it last Monday, gives the coding company access to what Cursor calls the largest fleet of GPUs in the world; The Information has reported the plan is to fold Cursor's staff and systems into SpaceXAI rather than leave it standing as a separate business. Cursor spent four years arguing that a product company could hold its own against the labs supplying its models. It will now be one of them (TechCrunch).
Jane Street lost about $15 billion in July, its first losing month in about a decade. Part of it traces to its stake in Situational Awareness, Leopold Aschenbrenner's AI hedge fund, which margin calls forced out of the trade at the end of July, as we covered on July 31, and which offloaded a big chunk of its public stock holdings to Ken Griffin's Citadel; wrong-way positions in Asian equities drove another part. "July was a bad month," Jane Street partner Turner Batty told staff, adding that the firm has since closed much of the risk in the areas that hurt it. Year-to-date net trading revenue is still above $40 billion (Fortune).
Alphabet's $900 million bet on SpaceX from 2015 is now worth $94 billion. The stake of 551.2 million shares at the end of June appeared in Alphabet's quarterly holdings filing for the first time, because SpaceX only went public in June and the position only then became reportable. That makes Google's parent the largest single institutional holder of a rocket company it does not run, which is a long way from a strategic investment in satellite internet (WHBL).
░░▒▒▓▓ GEOPOLITICS ▓▓▒▒░░A magnitude 7.7 earthquake off Flores killed at least 53 people in Indonesia. The quake struck at 5:58am local time on Saturday, about 68 kilometers north-northwest of Ende in East Nusa Tenggara province, at a depth of 10 kilometers. More than 1,300 homes were damaged, at least 157 houses were destroyed in the regency closest to the epicenter, and around 5,000 people have been evacuated. Rescue teams had still not fully reached Nagekeo, the regency landslides have cut off, and were trying to get in by ferry, with three helicopters and a rescue vessel deployed across the island chain. A tsunami warning was issued and later lifted (Al Jazeera).
Ukraine has now hit seven of the ten largest warehouses belonging to Russia's biggest online retailer. The Institute for the Study of War reported on Sunday that overnight strikes set fire to Wildberries' largest warehouse in the Koledino industrial park near Podolsk in Moscow Oblast, a 250,000-square-meter site roughly 420 kilometers from the border. Ukrainian officials say the company supplies the Russian military with drone components and navigation equipment. ISW cites Reuters figures from early August: at least 1.18 million square meters of warehouse space destroyed, a fifth of the company's capacity at the time (ISW).
Zambia stopped counting its presidential votes on Friday, then started again the same day. The electoral commission suspended the tally after reports of violence against polling staff and the alleged theft of ballot papers, and resumed hours later once it judged the threat contained. EU observers reported intimidation of opposition figures, and the southern African bloc's mission said it had received, but could not verify, reports of intimidation, abductions and violence across five provinces. With 49 of 226 constituencies counted late on Saturday, President Hakainde Hichilema led on 52.6% to Brian Mundubile's 42.1%, and Mundubile has claimed victory on his party's own parallel count (Al Jazeera).
░░▒▒▓▓ ALPS ▓▓▒▒░░OpenAI will open a Berlin office, its second in Germany. In a Handelsblatt interview reported by t3n on Friday, Sam Altman said the office would come "ziemlich bald" (quite soon), without giving a date, and that Germany has long been one of the company's largest and fastest-growing markets. On OpenAI's own numbers, Germany is its biggest European ChatGPT market by paying subscribers and among the top three worldwide. Altman also said he had talked to the German government about a data center in the country without a concrete result so far, and that every country has to decide whether to build its own compute or rent someone else's (t3n).
Keeping the Swiss lights on for the next two decades will cost about CHF4 billion. That is the estimate from the business federation economiesuisse, published on Sunday; its own argument is that a power shortage would cost far more. The bill is largely the price of not having expanded winter generation: energy minister Albert Rösti's four fossil-fueled reserve plants alone come to CHF2.3 billion. Parliament's finance committee has questioned the urgency and faulted the failure to explore cheaper alternatives, and, per the NZZ, a critical Federal Audit Office report lands in September (SWI swissinfo).
░░▒▒▓▓ ROBOTICS ▓▓▒▒░░EPFL has built drones that fly on sound instead of batteries. In work described on Friday, the Lausanne institute's MicroBioRobotic Systems Laboratory replaced motors, gears and magnets with hollow bell-shaped cavities: sound waves set the air inside them oscillating, and the air leaves as a directed jet, which is the physics of blowing across a bottle top put to work as thrust. With no moving parts the devices can be made extremely small and light; the team's centimeter-long model boats navigate on water, and the same physics has already flown microdrones in similar experiments (SWI swissinfo).
░░▒▒▓▓ PAPERS ▓▓▒▒░░METR — security-vulnerability reports have accelerated sharply, math results somewhat, and algorithm optimizations not measurably. The model-evaluation institute's Tom Cunningham and Nate Rush went looking for the broad acceleration widely assumed to be under way, pulling public time series from vulnerability databases, individual software projects, famous open-problem lists in mathematics, and long-running algorithm-optimization benchmarks. Published on Friday, the result is a gradient: "The rate of vulnerabilities reported across many projects has dramatically accelerated in 2026 compared with 2025," mathematics shows a qualified, harder-to-measure acceleration, while "the public record of overall algorithmic optimization does not yet show an appreciable acceleration." How much of the vulnerability surge is AI's doing is itself unsettled: AI-credited disclosures dominate the rise on two projects METR examined and are a small share of it elsewhere. The data collection and analysis, METR notes, was itself all performed by agents. The domain with the clearest acceleration is the one with the shortest feedback loop and the cleanest way to score an answer (METR).
░░▒▒▓▓ COMMS DESK ▓▓▒▒░░Tim O'Reilly says the labs have built an architecture of control rather than one of participation. In a WIRED interview on Friday, the technical publisher and open-source advocate argued that open weights are the smaller half of the argument, and that what matters is a clean separation between the model, the harness that runs it, and the application on top, so users can switch providers and keep their context. He does not pretend to be disinterested: "The book business has been in decline for 25 years." His framing for anyone writing with these tools: "AI is literally a medium, in the same way that written words are a medium, or paint or music is a medium." O'Reilly's practical point is portability, not philosophy: context that accumulates inside one vendor's memory becomes the price of leaving (WIRED).
░░▒▒▓▓ ONE MORE THING ▓▓▒▒░░The humanoid robot in the viral videos is almost certainly a G1 from Unitree, the Chinese humanoid and quadruped maker, and it is gainfully employed. WIRED reported on Friday on operators in Poland and Miami running the same $13,500 machine as an influencer; the Miami operator hires it out to influencer parties, nightclubs and corporate events at $800 to $1,200 an hour, depending on what the robot has to do; its big break was the World Cup after-parties this summer. Unitree shipped 5,511 humanoids last year at an average of under $25,000, with 43% of its sales outside China, and turned its first profit: the sales record its Shanghai listing, which we covered last week, had not yet had to show. The detail the videos leave out is that both operators are teleoperating most of the time, in case the robot hurts somebody: the future is here, and a man in the crowd is holding the controller (WIRED).
